The correct structure depends on the finished product, closure, intended number of uses and applicable rules. A folding carton placed around a normal pouch does not automatically make the complete package child-resistant. Likewise, tamper-evident packaging and child-resistant packaging serve different purposes: tamper evidence shows visible interference, while a child-resistant mechanism is intended to make access significantly difficult for young children. The complete filled package should be evaluated using the testing and certification requirements that apply to the product. CPSC does not pre-approve or endorse specific package designs.

Changes to the materials, manufacturing process, closure-and-container combination or enclosed substance may affect previous testing conclusions and can require review or retesting.
